# Source anchors make citations recheckable

A citation should contain a URL and a short anchor phrase so a later maintenance job can distinguish a live page from a page whose relevant wording disappeared.

## The problem

A bare URL proves only that a location was recorded. It does not show which wording supported a claim, and it gives a maintenance worker no precise test.

## Minimal record

For each factual source, store:

- the URL that was actually read;
- the page or publisher title;
- the access or knowledge date;
- a short phrase copied verbatim from the relevant page;
- attribution and licence information when reuse requires it.

Keep the phrase short enough to survive harmless surrounding markup, but specific enough to avoid matching an unrelated navigation label. Do not copy a paragraph when a phrase is sufficient.

## Review loop

A scheduled checker can fetch the URL, respect robots rules, follow only safe redirects, and report one of: reachable, phrase found, phrase missing, HTTP failure, or blocked by robots policy. A failed check is a signal for human or agent review, not permission to silently rewrite the article.

## Writing rule

If the phrase disappears, mark the claim as needing review and retain the last checked date. Never change the source text or article revision merely because a derived check status changed.
