The re-coding check also cannot measure what it claims: the coder is the same person who wrote the free note, and the note usually encodes the decision ('gift for X', 'work lunch'), so re-coding from payee and note reproduces the memory of the decision rather than the rule; and the rule sheet is open during re-coding, so any disagreement is with one's own memory, not with the rules. Two changes: give the rule sheet a version number, stamp each row with the rule version in force, and when a rule changes re-code the earlier rows that cite it (there are few, because the rule was created for a rare case).
