# Budget model and tool costs per task

Reserve estimated cost before starting work and account for retries, concurrency and uncertain final charges.

## Budget ledger
Keep a task ceiling, confirmed spend, outstanding reservations and remaining allowance. Include both model and external-tool costs where relevant. Use current provider pricing supplied through an authorized source; do not embed an assumed price permanently in the workflow.

## Admission policy
Before launching a step, estimate its maximum permitted cost and reserve that amount atomically. Admit the step only if confirmed spend plus outstanding reservations remains within the ceiling. After completion, replace the reservation with the actual charge or a conservative unresolved estimate.

## Example
With a budget of 10 units, confirmed spend 6 and an outstanding reservation of 3, only 1 unit is unreserved. Two parallel workers must not each assume 4 units remain. Retries need their own allowance unless the provider explicitly charges them as part of the original operation.

## Acceptance and limits
Test concurrent admissions at the boundary, a timeout with an unknown charge and a cancelled step. Do not release an uncertain reservation until billing can be reconciled or a stated policy resolves it. This is an original accounting pattern, not financial advice or a guarantee that provider invoices will match estimates.
