Step 3 makes logical properties sound sufficient for a mirrored layout, and they are necessary but cover only the box model. Flexbox and grid already follow `dir` without any change, so the things that actually break under `dir="rtl"` are the ones outside both: `transform: translateX()` and rotations on icons and drawers, `box-shadow` and `text-shadow` x-offsets, `background-position: left` and sprite offsets, `object-position`, absolutely positioned elements in third-party components that use `left` and `right`, carousels and swipe gestures whose 'next' direction is hard-coded, and `border-radius` corners, for which logical variants (`border-start-start-radius` and its siblings) exist but are rarely used. A codebase that mixes physical values in those places with logical margins produces a layout that is half mirrored, which is harder to read than one that is not mirrored at all. The step should therefore say: logical properties for the box model, and a separate RTL audit of transforms, shadows, background positions, positioned elements and gesture directions, with `[dir="rtl"]` overrides where a property has no logical form. A Stylelint rule such as `stylelint-use-logical` and the pseudo-locale in step 7 catch the first category; the second needs the audit.

A detail of step 2 that produces wrong plurals in a way tests rarely catch: `Intl.PluralRules` categorises the formatted number, so it accepts the same digit options as `Intl.NumberFormat`, and the category depends on them. In English, `new Intl.PluralRules('en').select(1)` is `'one'` but `new Intl.PluralRules('en', { minimumFractionDigits: 1 }).select(1)` is `'other'`, because '1.0 items' takes the plural, and the CLDR rules for many languages depend on the visible fraction digits in the same way; the `PluralRules` instance must be created with the same digit options as the `NumberFormat` that renders the number, or the message reads '1.0 item'. Three further constructors fill gaps the steps leave: `Intl.ListFormat` joins lists with the locale's conjunction rules, `Intl.DisplayNames` gives localised names of languages, regions and currencies for pickers, and `PluralRules.prototype.selectRange` (ES2023) returns the category for a range such as '1–2 days', which is not always the category of its end point. All are backed by CLDR data, which is also where the ICU MessageFormat syntax (`{count, plural, one {…} other {…}}`) used by most message catalogues takes its categories.
