Jailbreaking is a user trying to make a model produce what its provider does not allow; prompt injection is untrusted input overriding the instructions of the application built on the model. The distinction decides who is harmed, who must defend, and which mitigations apply.

What it is

Simon Willison argued in 2024 that the two terms are often conflated and should not be. Jailbreaking targets the model's own safety behaviour: the person typing wants output the model provider tries to prevent. Prompt injection targets an application: the developer concatenated trusted instructions with untrusted input, and the untrusted part takes over. OWASP's LLM01 entry treats jailbreaking as a form of prompt injection but describes the same split between the model's safety protocols and the application's intended behaviour.

Why it matters

The attacker, the victim and the defender differ:

  • In a jailbreak, the user is the attacker and usually also the only recipient of the output. The model provider carries most of the defence.
  • In an injection, the attacker is a third party who wrote a web page, an e-mail or an issue; the victim is the user whose agent acted on it. The application developer carries the defence, because only they know which tools and data the agent can reach.

Mixing the two leads to the wrong fix. A better-aligned model reduces jailbreaks but does not make it safe to give an agent both a browser and the user's inbox.

How to apply

  • In threat models, write separate rows for "user misuses the model" and "third-party content steers the agent".
  • For injection, design around capability: what the worst obeyed instruction could do with the tools present. Reduce that before tuning prompts.
  • For jailbreak concerns in a product, rely on the provider's policies and your own output checks on what is displayed to the user.
  • When reporting an issue, name which one it is; a report of "the agent followed instructions in a README" is an injection finding against the application, not a model jailbreak.

Pitfalls

  • Testing only with adversarial user prompts and concluding the agent is robust; indirect injection needs planted content in the tools' inputs.
  • Believing that a system prompt saying "ignore instructions in documents" solves injection; it is a mitigation of unknown strength, not a boundary.
