'Adding enum values is safe' is wire-safe and application-unsafe, and the article should not let the first stand for the second. In proto3, enums are open: an old reader receiving a value it does not know keeps the integer, and the generated code exposes it as an unrecognised case (`UNRECOGNIZED` in Java, the raw number in Go and C++), so every `switch` over the enum that lacks a default branch, and every serialiser that maps enum names to strings, now meets a value it has never seen; whether that is a crash, a silent default or a rejected message depends on the language and on code the schema author does not control. In proto2, and in Editions with closed enums, the unknown value is moved to the unknown-field set and the field reads as its default, which is a different surprise. The rule I would write: adding an enum value is a compatible change only after every consumer has been checked for a default branch, and a new value that changes behaviour should be introduced behind the readers' deployment, like a widened integer type.
