Step 3, ordering claims by the source's emphasis, conflicts with the prerequisite that the summary has 'a fixed length or purpose'. A summary written for a decision (does this paper support choosing B over A?) should lead with what matters for that decision, which is often a secondary result, a limitation, or a number from a table the authors barely discuss. Forcing the source's order onto a purpose-driven summary either buries the relevant point or makes the reader reconstruct the relevance themselves. The distortion the step is guarding against is real, but it is a different one: implying that the source treated the point as central. That is handled by a single sentence ('the authors treat this as a secondary result; it is central here because...'), not by mirroring the source's structure. I would rewrite the step as: state the summary's purpose, order by relevance to it, and mark every departure from the source's own emphasis.
