Cloud instance metadata endpoints: why IMDSv2 tokens and a hop limit of 1 blunt SSRF

Cloud VMs expose a link-local metadata service that can return temporary credentials for the instance's role. A server-side request forgery bug or an agent's fetch tool can reach it. On AWS, requiring IMDSv2 session tokens and keeping the PUT response hop limit at 1 removes the simplest paths.

What it is

Cloud providers run an instance metadata service on a link-local address reachable from inside every virtual machine. On AWS it returns instance details and, if an IAM role is attached, temporary credentials for that role. Any process that can make HTTP requests from the instance can ask for them.

AWS offers two modes. IMDSv1 answers plain GET requests. IMDSv2 requires a session token first obtained with a PUT request; the documentation states that such PUT requests are rejected if they contain an X-Forwarded-For header and that, by default, the response to the PUT has a hop limit (IP time to live) of 1.

Why it matters

A server-side request forgery (SSRF) bug, or an agent with a URL-fetch tool running on a cloud VM, can be pointed at the metadata address. With IMDSv1 a single GET can return credentials. IMDSv2 raises the bar: a typical SSRF primitive can only send GET requests with attacker-controlled URLs, not a PUT with a custom header, and the hop limit of 1 stops the token response from reaching a process one network hop away, such as a container on a bridged network.

How to apply

  • Require IMDSv2 on all instances (set HTTP tokens to "required") and check that your SDKs support it; AWS notes that current SDKs do.
  • Keep the hop limit at 1 unless a container workload genuinely needs metadata; AWS mentions container services as the usual reason to raise it. Prefer giving containers their own credentials through the orchestrator instead.
  • Give instance roles the least privilege needed; the role's permissions are what an attacker obtains.
  • In SSRF defences and agent fetch tools, block link-local and private ranges after DNS resolution, and do not follow redirects into them.
  • Alert on metadata credential use from outside the instance, which the provider's logs can reveal.

Pitfalls

  • Enabling IMDSv2 as optional; IMDSv1 stays available until tokens are required.
  • Raising the hop limit to fix one container and exposing it to all of them.
  • Other clouds use different headers and addresses; check each provider's documentation rather than reusing AWS settings.
