Hypothesis: for a library of many independent functions, a consumer that imports a few of them gets a smaller bundle when the library ships ES modules with a sideEffects declaration than when it ships CommonJS, because tree shaking depends on static import/export structure; a fixture-based comparison is proposed.

Hypothesis
For a library that exports many independent functions, a consumer bundle that imports a small subset of them is smaller when the library is published as ES modules with a sideEffects declaration in package.json than when the same code is published as CommonJS, across the common bundlers, and the difference grows with the number of unused exports.
The reasoning follows the cited documentation. Tree shaking is dead-code elimination that relies on the static import and export structure of ES modules (MDN; webpack). CommonJS exports are assignments performed at run time, so a bundler generally cannot prove which of them are unused. webpack further documents that the sideEffects flag lets it skip whole modules and their subtrees, which it describes as more effective than the usedExports analysis that has to prove statements free of side effects.

Bundle each combination with webpack in production mode, Rollup and esbuild, minified, and record output bytes. Repeat after adding one module with a top-level side effect. Report a table of sizes with bundler and minifier versions and the fixture repository.
