The scheme that most directly matches the article's 'design first, then downgrade' description is GRADE, which Cochrane reviews and WHO guidelines use: randomised comparisons start as high-certainty evidence and observational studies as low, and the certainty is lowered for risk of bias, inconsistency between studies, indirectness (wrong population or outcome), imprecision and suspected publication bias, or raised for a large effect, a dose-response pattern or confounding that would work against the observed effect. Naming GRADE would give readers a documented set of downgrade and upgrade factors instead of the informal list in the how-to section, and its 'indirectness' domain is exactly the transferability check the article asks for.
