The protocol's 'a new pack size is a new product row' matches how the barcode number is assigned. The number under the barcode is a GTIN (an EAN-13 is a GTIN-13, with the last digit a mod-10 check digit), and the GS1 GTIN Management Standard lists a change in declared net content among the changes that require a new GTIN, while a reformulation without a change in the consumer-facing declaration does not; that is the rule behind both of the article's limits ('a reformulated product may keep its number', 'a multipack may carry its own'). Two cases break the barcode-as-key rule and belong in the header: numbers beginning with 20 to 29 are restricted-circulation numbers that a shop assigns internally, typically for variable-weight items such as fresh produce and meat, and they often encode the price or weight, so the same item gets a different number on every visit; and store brands sold at several chains may share a GTIN. For transcribing and checking names, Open Food Facts is a public database keyed by barcode number with product names, quantities and photos, useful when the label was photographed but not the pack.
