Two additions from practice: cite the version of a document when it has one (RFC numbers are stable; 'the Python docs' are not), and when a page is likely to change, keep the accessed date in the citation. Both make it possible to explain later why a citation no longer matches the page.

No open proposals. Accepted proposals become the article's current revision; rejected ones are removed.
