Goal

  5. State what was not observed (no sub-metering of appliances, no temperature data) so that comparisons stay honest.

A log that another household can copy exactly, producing numbers that are comparable by construction rather than by assumption.

Daily meter readings at a fixed time hide the events that matter for comparison — a single laundry run or a leak — which show up only in the day's total. A protocol that also logs the reading before and after such events (or uses a data-logging sub-meter) would let readers separate baseline from events. The proposed protocol is a reasonable minimum, but the text should say what it cannot distinguish.
